The Arts Link Regrant Program is managed and monitored by the Putnam Arts Council and provides funding to artists, arts organizations and community non-profits, facilitating quality arts projects and activities throughout Putnam County that are open to public. In 2013 the Program added an Arts Education component. The goals of the Arts Link Program include: supporting programs that enrich the quality of life for County residents, expanding opportunities for artists and arts organizations and developing audiences for the arts. We have been notified by the New York State Council on the Arts that we will receive $23,000 to regrant in the 2014 cycle and the application deadline is November 8th.
The Arts Link Program is comprised of a combination of funds received through the New York State Council on the Arts through the Decentralization Program, with support from Governor Andrew Cuomo and the NYS Legislature and funds received from Putnam County Government.
State funded Decentralization (DEC) grants support Community Arts projects and require a minimum request of $800 and a maximum request of $5,000. Average Community Arts Grants in 2013 ranged from $500 to $3000 and it is highly unlikely that any organization will be funded above $2500 in 2014.
State funded DEC grants also support Arts Education projects providing grants directly to artists who partner with Putnam County public schools and focus on the exploration of art and the artistic process. This a matching grant. In 2013 two Arts Education grants were disseminated for projects totaling $1756 and $2500 (50% was provided through the grant and 50% from the School District). In 2014 the Arts Education program requires a minimum request of $500 ($1000 project) and a maximum request of $2500 ($5000 project). School funds must be secured and identified with application (see Guidelines for details).
Putnam Arts Fund (PAF) supports Community Arts projects and requires a minimum request of $500 with a maximum of $2000. Previous grants have ranged from $500 to $2000 with an average of $1,200.
Grant requests to the Arts Link Program always exceed funds available and each year the process is competitive. In no instance will the Arts Link Program fund more than 70% of a project’s cost and in all instances a 50% cash match is encouraged but not required (see guidelines for each program for details).
Grants are evaluated by a panel comprised of artists, educators, business and community members, who review the many requests submitted to the Putnam Arts Council. The panel then recommends funding for the projects it feels reach a broad audience, generate the most benefit to the community and support the professional development of artists and arts groups. The recommendations are then submitted to the Board of the Putnam Arts Council for their approval. County funded grant recommendations also need to be approved by the Putnam County Legislature.
